Real changes only came through unexpected events, violent shocks like 9/11, 2008 financial meltdown and Covid pandemic, all of which led to more daring and ruthless policies but always in the direction set in the Eighties. Shocks were responded to by shock therapies which didn’t remove their effects but in fact made them permanent.
